Touchscreen issue: Sitting at "Activate with Server" screen

My touchscreen was not responding so I reset it. It booted and now the screen reponds, but something happened and it looks like it went through the initial setup process. Everything went fine up until it went to activate with the server. I get this message. I chatted online and that went nowhere, so I called. They want to send a technician of course. 

 

A tech is not needed. Why can't whatever system it is be accessed and my account "cleared" so the touchscreen thinks it's not active and then just "reactivate" the touchscreen?
