Taking a picture every couple minutes with the system really is not what this system is designed for. Typically I would recommend the cameras being placed somewhere close to a device that will trigger an event. They are designed to capture the event that triggered them.
As for the power, it is provided to the camera through POE, power on a standard network Cable. Though Comcast may not do it, you can have it encased it a protective sleeve to prevent it from being cut. Honestly though any outside camera can be destroyed so, it is really about placement if you ask me.
